skies, though. so it's going to look dreary if you're going to head out and get a few things double. maybe check out -- things done. maybe check out some of the sites in town. there's a storm system south of us. it's whisking on by and will go off shore later on this afternoon. as it travels past, it is stirring up a little bit of that gulf moisture. yes, we have the opportunity to get a sprinkle in our forecast before the day is out in some locations. overall i think most of us are going to stay dry. although we're in the 30s in and around the beltway, upper 30s to near 40 degrees. we particularly -- we normally dip down just a little bit prior to sunrise so we could go back down to 38, 37 degrees before the sun rises but in all, most of our day will be spent in the lower 40s. once we hit about 42, 43 degrees at noontime, that will be it. we'll sustain take into the afternoon. an opportunity for a spot shower does persist but after sunset i think our opportunities dry up and things do start to clear out overnight tonight. right now 40 at reagan

national. 35 at leesburg and 36 in cumberland but it's feeling cooler than that with our winds out of the north. the good news is we're staying with a green weather alert. a mix of wet snow flakes is possible in some northern and western locations today as the rain comes down but for most of us, it's going to be a fairly dry day. tomorrow looks pretty good. cooler. a couple of degrees with the north winds but at least we bring back some sunshine and looks like we're headed for partly cloudy skies on friday. overall the seven day forecast looks pretty good. it will be breezy tomorrow as we head in toward the afternoon but once we head through thursday, friday and saturday, we're going to have met much of a deep chill, especially overnight as the lows get to some of our lowest numbers so far this winter. down into the middle range 20s. back to you. 6:01. after months of debate and real fears that tax hikes and spending cuts would kick in today and send the country back

into recession, republicans and democrats in the senate have finally agreed to a compromise deal to avoid the fiscal cliff. >> but guess what? the house still has to look this whole thing over. what do you think they think? delia goncalves is live from capitol hill with the latest on the negotiations and a lot of people are saying mr. boehner is going to have a tough row to hoe coming up. good morning, delia. >> reporter: good morning. we know he had a very tough time passing his plan b through the house so we'll see if he's able to convince his congress members in the house to go along with this deal. but like you said, there's always a budget. and if -- always a butt. there -- always a but. this particular bill does not address any of the spending cuts. that certainly could be a problem when it heads over to the house a little later today. let's take a look at some video that was shot last night. the bill passed in the senate with an overwhelming 89-8 vote. around 2:00 p.m. the legislation keepthe bush era tax cuts for the majority

of americans, all those in the middle class, raising taxes though oin comes over $4 -- though, on incomes over $400,000. it stops a scheduled $900 pay raise for congress that was scheduled to take place in march. let's listen to what some folks had to say last night. >> it would extend unemployment insurance to two million americans who are out there still actively looking for a job. >> this shouldn't be the model for how we do things around here but i think we can say we've done some good for the country. >> reporter: the senate did some good for the country. we'll see if the house approves their deal and really makes this a done deal for the country. however, the house does have some issue and a lot of folks say that this just delays the inevitable pushing us over the so-called fiscal cliff. so we'll have that side of the story coming up at 6:30. mike, andrea, back to you. >> delia goncalves reporting

live from capitol hill. >> es it 16:04. jessica -- it 16:04. jess -- it is 6:04. jessica doyle is back with your money report. >> we still have the whole debt limit thing? that's right. it is official. we have as a nation gone over our debt limit. that happened yesterday to the tune of $16.4 trillion in terms of what we can borrow. the nation is now employing bookkeeping trick to keep paying its bills and keep the lights on. that buys us some time. congress has about two months before it has to raise the debt ceiling or risk causing the government to default on its bills and financial obligations. then we maybe get our credit rating lowered. you remember all those tricks. treasury secretary timothy geithner says the government will use a series of accounting measures to avoid defaulting on its debt. now, on monday it suspended the issuance of new debt for two government retirement funds reaching the limit sets up

another big fight between the white house and congress over taxes and spending. in the new year sounds like the fiscal cliff all over again, right? that's because it is. the markets are closed today for new year's but on monday wall street ended 2012 on a very high note. the dow jumped 166 points, finished the year up 7%. nasdaq really the leader here of 59 points yesterday. closed 201215% -- 2012 15% higher. the health of the economy could influence whether a child picks up unhealthy habits. scientists found children who grew up during times of unemployment rates were high, were more likely to drink, smoke and use marijuana in their teens. doctors considered the study with kids born during

recessions recessions. what they're finding is during recession, domestic abuse rises so a child growing up in a domestic abuse environment turns to drugs and alcohol. >> you wander if they had the same pattern in the '30s and '80s when we had other recessions whether we see this trend. >> this study looks directly at the 1980s and the recession of that times and the kids that came out of it. it's a small increase in drug use but it just shows you how prevalent the stress of these financial problems can be on children and how you need to embrace your kids when you're stressed out and not push it out on them. >> talking about kids born in 1987, the black monday back then. >> or '83. '83 was bad, too. >> you're talking in their 20s now. >> we could see the same thing happening to this generation of children in the future so some lessons we need to learn there for sure. >> jess, thank you.

>> you got it. there was an early morning seven-car accident on new york avenue in northeast section of the district. this was in the 3600 block about 2:30 this morning. we don't have any official confirmation on any injuries at this point. our newsroom is still working on that. we'll have that coming up but new york avenue is now open again. seven-car accident. took a while to sort this whole thing out. we hope to get more information to pass along to you when we can. new york avenue is now open. also early this morning, a woman was stabbed by a man on a metro bus. this was number 93 bus. the bus was enroute to congress heights. the bus driver heard some sort of altercation, stopped the bus on mlk avenue and w street. when the driver stopped the bus, the woman came forward with stab wounds in her breast and shoulder and her leg. the man accused took off on foot and police are still looking for him. in new york doctors confirm that secretary of state hillary clinton is on blood thinners to

treat a blood clot near her brain. mrs. clinton's physicians say the clot is located in the vein in the situation between the brain and the skull behind her right ear. the secretary will be treated with blood thinners and released once the medication levels have been established. the 65-year-old former first lady is expected to make a full recovery and her doctors say she's in good spirits. it was a sad new year's eve for the warrenton family and the entire prince william county police department. this is after a traffic officer was killed in the line of duty in a car crash. debra alfarone has the story. >> reporter: officer chris yung was on his way to another call when this terrible crash happened right here behind me in bristow. >> it was really sad. really hard for our families. the kids all played together and chris was also running around playing flashlight tag with the kids. always had a smile on his face and just a great guy. >> reporter: friends remember officer chris yung, the mearld father of three was a

motorcycle officer on his way to a crash driving on nokesville road around 2:00 p.m. new year's eve when police say this now charred minivan made a turn in front of the 35-year- old killing him in the line of duty. the crash was fiery leaving little to no chance of survival for the seven-year veteran ever the force. his death will be felt by many. his former neighbor didn't want her face on camera. >> a great neighbor, willing to do anything, shovel your car of snow, help you if you needed anything. yeah, a great guy. >> that was debra alfarone reporting. starting early this morning, same-sex couples in maryland were holding marriage ceremonies as gay marriage became legal in the first state south of the mason-dixon line on new year's day, today. maryland voters gave same-sex marriage their blessing in november. same-sex couples in maryland have been able to get marriage licenses since december 6 but they didn't take effect till

good morning. i'm meteorologist olga breese. keep the umbrella handy. we'll have cloud cover all day long. a storm system passing to our south could bring a few sprinkles throughout the day. highs today reaching the low 40s. 6:13. here's one of the stories making news now this morning. a funeral was held yesterday for the man pushed in front of an oncoming new york city subway train. the 46-year-old immigrant died last thursday. a woman pushed him on to the track because she shot he was hindu or muslim and she was seeking retaliation she says for september 11. a volunteer firefighter killed in last week's ambush in new york was also buried yesterday. he was fatally shot last monday

while responding to a fire in webster, new york. hundreds of family members, friends and colleagues said goodbye. police say convicted killer william sprengler set his fire on fire as a trap. so long 2012 and good morning 2013. security was tight around "new york times" square. a million people packed in. union formed and plain clothes police officers mixed in with the crowd. there were check points to inspect vehicles. "new york times" commissioner called times square the safest place in the world. the driving force behind an after-school program is a former d.c. police officer who believes education is the best alternative to life on the streets or a jail cell. >> men aren't supposed to cry.

>> reporter: tom lewis still chokes up when he thinks about what god has allowed him to do for young people in need. >> it's like a tomb. dead people walking and talking. >> reporter: in the '80s, wiley street was one the baddest locations in northeast d.c. >> the reason they could no go place was because of stones, stones of illiteracy. stones are of drug abuse, stones of child abuse, stones of excuse making, unemployment and lack of education, stones. >> reporter: but officer lewis vowed he'd work to roll away those stones. when he retired the cop turned social worker built a neighborhood center out of a burned out crack house. a handful of kids showed up after class at the place he now calls the fishing school. >> i heard this old adage that said if you give a man a fish,

you feed him for a day. teach him how to fish and he'll feed himself for a lifetime so i said that's it. i'm going to open up a fishing school and we're going to fishing in the rivers of the mind of these children. >> reporter: that was 1990. today the new fishing school in northeast is an academic center and safe haven for more than 300 students during those critical hours after school. >> across america every single day when the school bell rings, 15 million children go home unsupervisorred. we also know from law enforcement research that the hours between 3:00 and 6:00 are the key time when unsupervised students get involved in experimentation with drugs, experimentation with premarital sex. >> reporter: leo gibbs is executive director. >> we know that programs like ours make a huge difference. i used to say that we were doing life changing work here, but i now believe after five years of doing this work, that we really are doing life saving

>> congratulations to tom lewis and the staff after the fishing school. >> a little cold to go fishing. >> ice fishing then? depends on how you dress. any weather we're prepared for t. it's my job to get you prepared for what's coming our way today. we're starting off with cool temperatures but not quite as cold as the last couple of nights. we've had some cloud cover. that desk clouds have held things fairly consistently during much of the overnight. we're going to have an opportunity for moisture moving on in later today. not a bad view from our weather cam. i'll pop in a few of these current conditions at reagan national. 40 degrees. we've customarily dip just a little bit before sunrise but for the most part we're going to hover around 40 for the remainder of the day. i believe we will develop an opportunity for a few of these spotty showers, particularly after sunrise and as we head into the early morning hours. therefore, we're keeping a chance of rain in the forecast for today. very, very slight and a lot of

areas will stay dry and miss out completely but by noontime most of us should hit the high of the day which will be about 42 degrees at reagan national. slightly lower if you're north and west. things are pretty chilly to start. we mentioned about 40 degrees at reagan national. sitting at 39 for arlington. as you go outside the beltway, fairly consistent. upper 30s to near 40 degrees. we will see the opportunity, though, to bring in those spotty showers as we head in toward the afternoon with our winds coming in from the west, that's slowly going to begin to shift. now as we go from about noon to the 5:00 hour, we come more north, northwesterly. that will help cut off our moisture source and help to move out some of these clouds during the overnight but again it's still going to feel damp and dreary on the first day of the new year. satellite and radar shows where the pop of moisture is coming from. this is the storm system off to the south. most of the wintry precipitation remains in west virginia and the panhandle and in those higher elevations. i think all of us in the metro

today will be spared from all of that slippery stuff, although we will get the opportunity for some rain. already seeing showers passing through la plata down toward the leonardstown area, southern portions of maryland and into virginia. over alltoday, it's going to remain crowd yu but dry for -- cloudy but dry for this morning. looks like a pretty wet snow flake could mix in as well in some other locations. but all i have to say is it will remain very, very mild and we won't see any opportunity for snow moving on in. let's take a look at our seven- day forecast. over the next day or so, you'll notice a change. northerly winds come in. we'll kick up a breeze tomorrow. tomorrow's highs will struggle to get out of the upper 30s. overnight lows are about to get much chillier. 25 and 27 as we head towards the end of the week. we'll pop in moisture friday night into saturday. that means we could see a snow flake but no accumulation is expected. back to you. >> thank you, olga.

in some locations. temperatures though, have remained in the upper 30s to near 40 degrees overnight. let's look at our day planner. the overcast skies will stick around. we'll see an opportunity for a sprinkle or two as the storm system passes south but most areas will stay dry for most of the day. i'll have details on your extended forecast when i return. the senate goes down to the wire and strikes a deal after a very long day of negotiations, one house of congress finds common ground on spending cuts and tax increases. >> early this morning, the senate passed some legislation to block the impact of those across-the-board tax increases and spending cuts that make up the fiscal cliff. the house is expected to vote before wednesday. delia goncalves is live from capitol hill with the latest on where we stand now on what seems like a forever mess. good morning, delia. >> reporter: right. just when we thought we were nearing the end, it appears that the house may not be totally in line with this deal, although it remains to be seen when they come back in session

at noon today. however, we can anticipate a sticking point that house republicans will essentially not agree with is that the senate bill delays spending cuts, $110 billion in spending cuts. the senate bill delays that for another two months. the president said he wanted to include spending cuts in this version but in order to get it passed through the senate, he had to make a compromise. that's the bill that he was able to get through the senate. let's take a look at some video that was shot last night on the senate floor as that vote came in. overwhelmingly they passed that bill 89-8. that vote was cast around 2:00 this morning. senators ringing in the new year here on capitol hill trying to hammer out a deal. the bill permanently extends the bush era tax cuts for essentially 99% of americans. middle class families. while we know they will be raising taxes for those making more than $400,000 as

individuals, $450,000 as families, current spending levels will be offset we're told by tax increases and some spending cuts, half to defense and half to domestic. let's take a listen to what the president had to say about negotiations. >> one thing we can count on with respect to this congress is that if there's even one second left before you have to do what you're supposed to do, they will use that last second. >> this is a mini cliff. the big cliff still lies in front of us. the big cliff -- [ inaudible ] >> reporter: some republicans anticipating that this big cliff is essentially spending cuts that weren't addressed in this version of the senate bill. that version of the senate bill will go before the house. they are back in session at noon today and like you said, mike, they should hopefully vote on this measure before wednesday. we'll see. >> delia goncalves live on capitol hill.

jessica doyle has another your money report now. >> we're talking what else, the fiscal cliff. what this is really going to mean to us and to wall street. >> that's right. wall street had a little bit of a sigh of relief yesterday in trading. that was actually a pretty big sigh of relief. a big boost on the last trading day of the year. stocks enjoyed a late day rally in the final session of 2012. that helped the dow to post a solid gain for the year. checking the numbers. for the year the dow rose 7.3%. technology, heavy nasdaq soared 16%. the broader s&p 500 climbed 13%. you're looking at the numbers from yesterday. dow at 13,104 after surging 166 points or 1.3%. that gain broke a five-day losing streak and marks the biggiest rally for the final day of the year. nasdaq was up 56. s&p was up by 23 points. one of the biggest questions about the fiscal cliff has been what will this

mean for your taxes. and what we do know at this point is the deal hashed out between the white house and congress a.m. republicans -- congressional republicans includes the first increase for the top 1% in decades and also determining who is rich and leaving most people's tax rates unchanged. 99% of us won't see any change in our income tax rate. it remains to be seen exactly how large the tax hike will be for that top 1% of americans. >> the latest that number was at $450,000. >> $450,000 for households. individual $400,000. so people are saying what does this mean for the economy, right? we don't have a deal at this point. we've gone over the fiscal cliff. so we may not be seeing a recession necessarily looming any time soon but we are probably going to see a lot of slow economic growth. let's say you have a problem with your boyfriend or your girlfriend. you don't know if you're going to make it valentine's day.

you're not buying those tickets to paris because you might not make it there. what we looked at in this deal right now, we -- with the tax increase on the $450,000, that 1% of americans, that's raising about $600 billion in new tax revenues. originally they were looking for $1.4 trillion. so we're not even halfway there. then we've got all these spending cuts on the table. we don't know what's going to happen with that. we're kicking the can down the road for another two months. the debt ceiling is still out there. countries around the world are looking at the united states and saying you couldn't get a deal done and you had 15 months when you know you had to do it? so there's a lot of anger for americans. honestly they've seen this going on for months and months and they think they can't get it done. >> one of the interesting things we talked about week after week after week and we always said oh, my gosh, the stock market is reacting to greece and reacting to spain and the fiscal cliff and the uncertainty there. yet when we look at the year

end numbers, they weren't so awful. >> they weren't so awful. you can thank timothy geithner and the federal reserve for that. we did have this bond buying program going on. interest rates have never been lower in the united states which is making it cheap for big companies to invest but for the little guy, the common guy, us, it's been really hard. and it's been really hard for investments. it's been really hard for our stock portfolios, for our homes. that ain't changing any time soon. you talked about greece. it's the same problem we have here. the world is overleveraged right now. we've all borrowed too much. we can't pay any of our debts and now we have to pay the piper. >> they look at us and say you were trying to tell us what to do and you couldn't figure it out. your scenario, at least that guy or girl can go to paris alone. there's no hope for the little people if this happens any time soon f. we kick it down the road for the new congress, what

we elected was still a divided house and senate. >> a lot of incumbents. here's the good news. the good news is we know this problem exists. we know we can't go on like this forever. we know we've got to do something about it and the american people are fired up about it. they know they're knowledgeable about this issue and they are going to demand something. the quo is will lawmakers go along with it. >> one analyst said though it's the american a people who elected the same representatives so we've put ourselves in this. >> good point. thanks, jess. moving right along at 6:39, people with h.i.v. may benefit from larger dose of flu vaccine. doctors gave one group of hif patients a normal flu shot. a second group received a dose four times as strong. a recent study found patients who received the high dose of flu vaccine built up a stronger immunity to the flu. new year's eve celebrations

were abruptly interrupted by a wild scene in old sacramento, california last night. five people were shot and at least two of those people have died since then. the shooting was about 9:30. the extent of the injuries of the other people was not immediately known at this time. the details provided on what triggered the shooting are still out there. no arrests have been made. about 40,000 people including families were young children were there for 9:00 p.m. fireworks when the shots rang out. more details still ahead on this story. if you partied a little too hard last night, you might want to eat asparagus with breakfast this morning. maybe lunch and dinner, too. scientists in korea analyze the vegetable's chemical compounds. they believe the amine no acids and minerals in asparagus can replenish the body and help alleviate a hangover. the study originally published in the journal of food science also found asparagus can help protect the liver from toxins, including alcohol. the national archives has a

and i'll show you where the moisture is sitting right now. it's basically south of the region. it's a storm system we've been tracking the last couple of days. it's developing along the gulf coast and it's starting to slide past the east. most of us will stay dry. the further north and west you are of town, the lesser your opportunities of seeing any of these sprinkles today. as we get in toward the afternoon, though, however, i think we'll see a possibility for the sprinkles to get closer to the beltway. temperatures right now are in the upper 30s and lower 40s. we're going to sit right around 42 degrees through the afternoon with a spot shower possible. areas that dip below the freezing mark a little bit later on this evening, though, we might next in a wet snow flake with those showers. but no accumulation is expected and we will be way too warm to see any sort of accumulating snow for the short term. here's what you need to know getting out and about. a cloudy but dry start. we'll see the opportunity for a

few the spot showers later this afternoon. overall though i think it's mainly rain. only a wet snow flake is a possibility and we'll not see any snow per say for the next couple of days for us. doppler radar does show we are picking up on some moisture. we've seen rain from fredricksburg toward la plata. the cool morning temperatures you want to be prepared for temperatures in the 30s as of right now. futurecast is tracking a little opportunity for some moisture to get up closer to the beltway. that should happen later on in the evening. i would say after sunset but before about that 10:00 p.m. hour. so if you're going out on the town, might be a good idea to have the umbrella with you but chances are you won't need it. then we'll clear out nicely overnight. we're looking good for wednesday afternoon. in fact, temperatures although a little bit on the cool side with a bit of a breeze, we will see a lot of sunshine come tomorrow. thursday is not too bad. partly cloudy with a high near 40 but notice the overnight lows are getting very, very
